Educational reforms in Pakistan from 1947 to 2020

Pakistan, since its inception in 1947, has seen numerous educational reforms aimed at improving its educational system. From the establishment of its first education policy in 1947 to the current National Education Policy 2021-2025, Pakistan has taken numerous measures to enhance access, quality, and relevance of education to cater to the diverse needs of its population.




1947-1958:

Soon after the establishment of Pakistan in 1947, the first Education Policy was introduced. The policy focused on expanding access to education, especially for girls, and prioritized primary education. The government established several educational institutions, including the University of Karachi and the University of Punjab, to provide opportunities for higher education.

1959-1970:

In 1959, Pakistan established the Commission on National Education to develop a comprehensive education policy. The policy aimed to promote technical and vocational education and provide equal opportunities for all, regardless of gender or social class. However, political instability, economic issues, and conflicts with neighboring countries hindered the implementation of the policy.

1971-1998:

During this period, Pakistan faced several political, social, and economic challenges that affected its educational system. The government focused on expanding access to education, especially in rural areas, and introduced several educational reforms, such as the National Education Policy of 1972 and the Education Sector Reforms of 1997. 1999-2018:

In 1999, the government introduced the National Education Policy 1998-2010 to address the challenges faced by the educational system. The policy aimed to improve access, quality, and relevance of education and introduced several measures, such as the establishment of the National Commission for Human Development and the introduction of standardized testing. However, the policy faced several challenges, including inadequate funding, poor implementation, and lack of political will.

In 2010, the government introduced the 18th Amendment to the Constitution, which devolved education to the provinces. The devolution aimed to provide greater autonomy to the provinces and enhance their role in policymaking and implementation. Since then, the provinces have introduced several educational reforms, such as the Khyber Pakhtunkhwa Education Sector Plan 2011-2015 and the Punjab Education Sector Reform Program 2013-2018. 2019-2021:
